Transfer speed keeps dropping to zero, then up again

I don't know if this has been reported in the past, but I noticed something very strange today.

I was transfering large files (movies, mostly) from my local HD to an USB drive (Iomega's  1TB), and the transfer speed would oscillate between 60Mb/s for a couple of seconds, then 0 for another couple of seconds. The light on the drive would blink when the speed was high, then was off when the speed was 0.

I tried to change the buffer size, but to no effect. I went from 2Mb to 256Kb. Also 'disable buffer for large files' is set to 'No'.

It went like this for the whole copy process. In the end, the files were ok, but the average speed was 14.5Mb/s, when it could have been much more, I suppose.

I am also experiencing this issue.  Buffer size does not seem to matter.  I am using Windows 7 Pro.
